but I can't tell where the fuck the dirt paths are and it seems like when I set the effects to the grass since its not reading my dirt paths it puts it on the dirt as well

as you can see in groundeffect editor each chunk of adt is having 8x8 sub-chunks where used groundeffect is specified
to understand which one of the subchunk u need to edit u can turn render wireframe in noggit
