No , repack is like the (finish) product , there is some things that Can be added or changed, Your need a source / core files to change everything , like if you wanna change Max level, int, etc not 100% sure what the diff is , but better have a source then a repack

seems like in the example u posted from github its like two long ass lists and the program compares and matches them both

Like they usually come distributed with client files from the MPQs but anyone wanting a WoW server has WoW clients already so why download double the data.
