Not normally but it seems to differ from router to router if it has a chance of changing your IP. I use static IPs locally but I still have some machines that gets provided dynamic IPs by the router but evne if those PCs are shut down for a week they still retain the same IP.

You can set static IPs for local devices in your router if you want to but **normally** they're dynamic (non-static) by default.
Edit: Obviously you can also set it to be static in windows/linux and the router will accept it as long as the IP-address isn't already in use.
