Truth with modification, it's primarily based on the scriptmgr hooks to reduce the integration footprint by design, to prevent merge conflicts

But there's definitely hooks that aren't through the scriptmgr, and it doesn't depend on the scriptmgr for most functionality

There's no inherent need for the c++ scripting system for Lua to function, but there's no reason to not have a standardized endpoint for an interpreter to hook into

The only thing that I can think of to be missing, would be parallel scripting. Like having stuff in SAI or C++ not being overridden by Lua or vice versa.

That's not really possible with how scripts work in the core, the core doesn't really have an internal script handler in that regard, it's expected that the scripts themselves are responsible for the full functionality
