Though a dumb solution I see is theoretically could I make a transparent mesh that would occulude the rest of the model or is that not how it works in 3.3.5?

Interesting problem. You could try raising the city so high that it is no longer rendered if you look at it from the ground. Then create a low poly model for MWMO to have it rendered as part of the skyline (Noggit MWMO support coming soon hopefully)

A special world map object that is only rendered as part of the horizon in horizon colors, but hidden when you get closer, and by principle, replaced by its more detailed real WMO counterpart.

It's a different thing. Possible in 3.3.5 but not earlier clients.
