It is confusing. And that's not an attribute.
It's a bitmask between the spell family name on the base tab and the class masks on the effects.

Okay I think I understand, now the question is how would one construct it? I see I can pick some hex numbers and the mask seems to be calculated automatically. Where can I find what do these hex values mean?

As an example I will use Mental Agility priest talent. I see that the mask limits it to instant priest spells. If I wanted to for example add offensive Disc/Holy spells, how do I know how to set it?
I guess Spell Class Mask 2 and 3 expand this behaviour somehow.

I was too hasty with the hovers, so I thought there were none. This makes things significantly easier.
