pretty sure that is on equip GCD (which should just trigger spells, there are two specific spells for weapon swaps that invoke 1sec or 1.5sec GCD)

min and max gcd is also only used for *some* specific cases in the core

Ah well, no idea then, but it should work out of the box then I guess by just editing the spell or setting SPELLMOD_GLOBAL_COOLDOWN

Yeah it should work out of the box, not sure what issues you ran into but you can just change Spell.dbc

I moved GCD logic to server because that fixes a few annoying visual issues when cast check is done server side
