Ahh, I see what it was. Using a specific aura to reduce the GCD of some spell families didn't work, supposedly

It was respected client and server side, but the spell tooltip wouldn't update properly

Or I should say, it was respected server side, but the client did not. Reducing the GCD of the spell manually would be respected properly server side

Think they were trying to use SPELL_AURA_ADD_PCT_MODIFIER to reduce the gcd
