when modifying terrain, like if you lower the terrain, objects on it will also be moved and follow terrain

pretty much just modifying Z height of objects when the terrain beneath it is raised/lowered, preserving the delta

we've talked about that feature for a while but he brought up the term "collision locking" so I was wondering if it's an actual thing and they use collision check for it

Well "collision locking" actually sounds more like it would actually check collision if it worked on doodads
