"ABANDONEDORCBARRACKS.WMO" is the root WMO
"Barracks_entry01" is one of the WMO groups?
did i understand that correctly?
guess those things are somewhere in a MPQ file if i am not mistaken.

the group files themselves follow the naming convention of "wmo_root_file_<number>.wmo"?

ok so summary: according to wowdev.wiki every WMO group has 1 top-level MOGP chunk, whose header starts at 0x14.
inside that header the flags start at 0x8 -> means 0x1C from the start of the WMO group like robinsch already said.

means i need to figure out how to get from the root file to the group files (offsets)

As Titi said, the offsets you see on wowdev are the offsets in the file
