It's a bitmask. You check chrraces for the id. That id is the bit that needs to be set to 1.

Think of it as a checklist. You just write it backwards.
Human has id 1 so the first bit needs to be set to 1 for it to be active. Orc is id 2 so 2nd bit is 0 to disable it for orcs next is 3 dwarf, 3rd bit is 1 to enable them, etc.

so if you race has id 22 you would set the 22nd bit to 1 if you want them to be enabled.

Did you try setting it to anotehr skybox? Maybe it is just broken during retroport?
Also you can check if it is in the right spot in Lightmapper.
