i think the primary usefulness of the term is in describing the practices and communities that tend to crop up around technology, and for open source projects i just don't find these to translate very well to the other practices we usually refer to as modding. Emulation is still modding in this sense as it relates to the game as a whole, but on its own it doesn't have a lot in common with other modding communities or practices

Do you intend to emulate the blizzlike version of the game? At that point I wouldn't consider it modding, you're not *changing* anything

Again though, changing config variables isn't modding. It's not even low effort modding, it's built in features of the emulator

i would count emulation as an expression of wow modding since private servers were absolutely not the intended way to play the game, but if the scope is already focused on private servers that distinction makes less sense
