Well depens how precise you want the hook to be, MovementInform is called for finished points, you would also need to hook movement invoke I guess.

for players its triggered like 3 times per second while player is moving so something like that 2-3x per second

No it depends on the movement type, if you just move forward it's called for each heartbeat tick

im not rly sure what that means like there is some difference if creature is moving in waypoint path vs wandering vs "following" player in combat ?

Only the movement generator is differently. For player the precision depends on their movement type (turning while moving or just simply linear movement).
