Are all spell effects that cause a spell to trigger another spell handled in the core? When I look up spells like Desolation or Glyph of Revenge the spell effects don't actually target the affected spell's mask, they're either blank (in the case of desolation) or the wrong spellmask is checked (thunder clap instead of revenge). I assume this means the check is done elsewhere?

using CUSTOM_SPELL01 seems to work about as reliably as casting the original spell just plus the unsheathe, so it probably works well enough
