I believe the client is responsible for sending the initial request, so you'd need to sync the dbc with the client

otherwise you can create a simple script on the server that checks nearby players on an interval timer

I did not dabble in these particular DBCs other than checking them on wiki but irrc AreaTrigger is what triggers the efect, would have to chexk what determines what the effect is.
