Portals are not spawned. The efect is part of the map, and what ports the player is an areatrigger - efect which triggers when player enters a certsin area

I think you should be able to spawn them from the server, but you can't remove the existing ones from the server afaik (Maybe someone have toyed with this and found a way, who knows /shrug)
