if you want an idea of what people map these to you can look at either spell editors mysql tables or the tables used by emulators (usually have _dbc suffix)

for serverside data you usually roll with a main table (`creature_template`) where the main string is the english name and then locale tables for the additional columns (`creature_template_locale`)

i think i have to just turn on windows VM and look in WDBX myself what even should i imagine behind that format

you have the file structure here: <https://wowdev.wiki/DBC>

"loc" is just a name used for a special chunk of 16 string references followed by some kind of mask

in wotlk, it was technically possible for a single dbc file to contain localized string for every language at once, which is why there's 16 of them (english, french, german, russian, chinese etc)
