if you want an idea of what people map these to you can look at either spell editors mysql tables or the tables used by emulators (usually have _dbc suffix)

for serverside data you usually roll with a main table (`creature_template`) where the main string is the english name and then locale tables for the additional columns (`creature_template_locale`)

"loc" is just a name used for a special chunk of 16 string references followed by some kind of mask

in wotlk, it was technically possible for a single dbc file to contain localized string for every language at once, which is why there's 16 of them (english, french, german, russian, chinese etc)

in the actual dbcs shipped, only one of them was actually filled out though
