Are you sure your anti cheat doesn't block it as well? Or some core limit preventing you from earning additional talents (more talents that what you are supposed to have a that level)?

GM commands and weird spells.
I have tried many things, it has nothing to do with the 400/75 tho. I have tried it on multiple characters, one even without .setskill or .learn
