It shouldn't be if I remember correctly. It's just the way the factions are set up. It's possible to set up a factions in a way so A does not aggro on B but B aggroeas on A

likely blizzard had a whole bunch of their own hardcoded exceptions and hackfixes, so sometimes you gotta mirror that too
