It shouldn't be if I remember correctly. It's just the way the factions are set up. It's possible to set up a factions in a way so A does not aggro on B but B aggroeas on A

That isn't what I questioned though, the server always can tell if something should attack, that is the basic function behind these faction masks

likely blizzard had a whole bunch of their own hardcoded exceptions and hackfixes, so sometimes you gotta mirror that too
