But as Stoneharry rightly said, you need a spell to mount on an NPC. But I don't see one here. I tried a few approaches but unfortunately they didn't quite work.

Correction, you need a spell when entering a vehicle dynamically. If it's a static seat that is always there it can be done with DB data

thats trivial, any spell with control_vehicle aura will work if it has correct basepoints (seat index)
