It seems like it is random, but I don't really know the changes. But it does sometimes deal 2 damage instead of 1 but it's not predictable so I don't think it's keeping track of something and just adding it to a tick. Maybe it should but that wouldn't explain it being unpredictable damage ticks I would think. Here is an example of PTR testing:

During testing of rank 13 it seems affected as well and it's possible this could affect other spells with wider ranges but I found one to test.

Tooltips are changed in WOTLK Classic it seems for $o, since in 3.3.5 it shows a range but on Classic it just shows the lowest possible amount. Seems strange . I assume it's possible it's more than just 1 damage, it's possibly a loss of 1 damage per tick or more maybe.
