It's not a big deal I guess, since it seems like it's really only potentially 1 damage per tick lost maybe. But afaik it is related to spell mod calculations not considering min and max with rounding of the range accurate to the client. Without properly rounding most of the time the result is min == max anyway so it's not often noticed maybe.
