Actually, looking at Skhowl's loot table now, I see the two items, both correctly grouped, but where one (correctly) has a 75% chance, the other has a 0% chance?

These are not something that should really be dropping from rare mobs. They also just kinda don't I notice, but why are they there?

The reference coloumn is a bit complicated but since not every green item is added manually to the drop pool they use reference.
This is a explanation text from the wiki:
`Template reference asks core to process another loot template and to include all items dropped for that template into current loot. Simple idea.

Value of MaxCount field is used as a repetition factor for references - the reference will be processed not just once but exactly MaxCount times. So if the referenced template can produce 3 to 10 items (depending on luck) and value of MaxCount is '5' then after processing of that reference 15 to 50 items will be added to the loot. An awful example, isn't it? Actually no good example for whole template reference repetition is known, but it is quite useful for group references sometimes.

Be careful. Self references (loot template includes reference to itself) and loop references (loot template A includes reference to entire template B, loot template B includes reference to entire template A) are completely different from internal references. If you make a self-reference like`

So, there's just a thing missing for where that happens for rare mobs?

If you manage to find out exactly how the reference table works you could make a query that edits all those chances in those specific entries.
Sadly i won't be much help on that area since I never used that column

I was just gonna, like, put high-quality drops down for specific rare mobs.

Maybe I'd have less of a headache if I just give them all a chance instead to drop one of a smaller collection of high-quality items. I dunno.
