What is currently used for when mobs randomly drop high quality loot? Could it be duplicated with a 100% to drop something from it for rare mobs of similar level?

Re-generating mmaps with mmaps_generator is required if you want to get the fixes provided by https://github.com/TrinityCore/TrinityCo...55718d4526

If you don't know how to make a fancy script or just add it manually to every lootpool in the game, that's what you have to deal with ‍♂️
