Up to BfA you always needed the first introductory quest, whether it was the one unlocked through the previous zone's questline or the breadcrumb quest from the board

Later on, they hardcoded it all because they had revamped most of the zones to be adaptable in Legion for most levels

So they couldn't afford players having to go back to a major city just to unlock the zone or wait for them to completely finish a zone

and in many occasions now, instead of simply adding the detect invis aura on you, they first add the quest on your questlog upon entering the area
