Dbc != live data.
The dbc data only serves the sole purpose to show information on the client. However, they can (and do) differ from live server data frequently

I know there are a lot of old spells in there that are broken but have never been removed; I'm well aware of that. Blizzard likes to leave old spells behind because they're designing new spell IDs.
