We've seen private servers able to handle 10k+ players on a single worldserver. I believe all retail realms tended to be 3-4k pop max

I can also believe it's a bit of both... some dev decides to try and horizontally scale the backend to fix some perf issues being seen, then other stakeholders within the business see it as an opprtunity to reduce costs
