are you using the `azerothcore-wotlk` docker? it is currently under maintenance and it doesn't really work at the moment (not for users)

if your goal is to develop azerothcore under docker, install modules etc. Then inside that repo you can also find the `ac-dev-server` that allows you to do that. There's a quick guide in the README
