Now that I've read a little more, many examples come to mind. However, I don't know who manages the restrictions.
Could it be a dbc theme? Because I don't think all spells have a script. Some have it, but not all.

u basically want to create new spell effect for it and then code its behavior and to do that from module not that its impossible but u would have to bent lot of things over to make that happen

u would need to somehow add it in way that doesnt require adding it to enum in core header and then somehow make hook so that it adds functionality instead of just simple handler for some case

There are several blizzlike spells, which require others to be used.
And as I mentioned above, I doubt everyone has a script in the emulator.
It must be DBC itself that limits their use. But customization is not really my strong suit.

i can imagine returning map of pointers to functions with keys being spell effect ids from module hook but thats just ridiculous (and im not sure how would default core react to some spell having undefined spell effect so that probably would need to be changed too)
