With the specs you displayed, you can run a server for months with 50 players. Don't worry.

Restarting the world server does free up resources.

It depends on your knowledge, and whether it is a Windows Server or a traditional one. Plus, you have to pay for the license. It depends a lot on the answer. I generally use Ubuntu or Debian. But locally, I work with Windows.
