the only likely entry in the whole database, as far as I can see.. is the conditions table where I can find a row with comment data "Lovely Charm - Only during event"

which I guess means it is hardcoded in the DBC files.. but as there are lots of other entries in spell_dbc table, maybe the server goes for the DB table first if there is an entry, and if not, then goes for the hardcoded DBC files..
