Correct. The _dbc tables are overrides - but only for server-side effects. As in you can not change e.g. visuals in the client by adjusting the server's dbc.

only question now is.. how do I open the spell.dbc file? where is it? I guess its in an mpq file?

I tried WDBX Editor and it just throws error when trying to open the mpq files
