So for this particular use case and server, I'd say up the allowed officer note update rate to the amount of max guild members

If you try to update the officer notes for more than the max amount of guild members you have, then it'd be malicious

Max guild size was increased to 1000 in Cata, I don't remember how many was max in 3.3.5
