i don't want to speak too strongly on this because there are order-of-operation stuff that has to do with defined chance vs things with a chance of 0, but my understanding is that yes, you can influence which item from the reference list drops by changing the Chance value.

as far as i know if you wanted to have different weights inside the reference list for different creatures, you'd need multiple reference lists

the biggest thing i wanted was to see extra loot off bosses. and you're first inclination is to crank `Rate.Drop.Item.Epic` to the moon, but that won't actually increase the amount of loot bosses drop.

it WILL increase your chance of getting random epics that aren't in reference lists...but i'm not sure there are that many of those

i am not sure if the rate settings affect the selection of items INSIDE the reference lists or not.
