following up on this, i ended up setting playerbots.conf to defaults, then dropped acore_world database, repopped it, and now my bots are there on launch

I think it's just the logging lines that don't get picked up. I moved them into `worldserver.conf` and it works fine. Not sure if I care enough to figure out why.
