why ? it would be same sql file as all other sql files in cores and automatically imported when u start world server....dbc is "final" source of data it will never change it would never require update

It wouldn't be the same. No matter how you look at it, if the client needs the same changes you're changing that DBC anyway so why not just use the same process for both sides.

If it's "final" then why do you want to change it in a dbc table? Sorry, but that makes no sense at all.

If there was an easy way (probably within the core) that could get it to export the data stored in the database into DBCs then yeah I could see it as helpful since you have the column names and all that in the database but aside from that I fail to see the point.

I assume by final he means the data stored in the DBCs that would be inserted into the database isn't going to change and is therefore final. It still is as it is, though.

Either way, some people prefer to edit DBCs and some prefer to use the tables in the database - in that regard it's good that the choice is there.
