It's easy to deploy both DBC to both server and client.
However, if one doesn't want to send data to the client, they can chose to use the DBC tables to override the server's DBC files. Assuming these changes aren't mandatory on the client side.

that doesnt rly make much sense if u are not patching client then having both DB and dbc is redundant and u dont need dbc if u import everything into DB and if u are patching client u are still doing it like that bcs nobody sane will be working directly with dbc files

Nobody stops you from using DBC files only.
It does make sense when you don't want to maintain 2 sets of DBCs.

It makes sense to use DBCs for customization because you have software that helps you in changing those and it's easier just to use the DBC files on both sides instead of having to take that extra step of importing those changes to the database.

If you were to add the data from the DBCs to the database you still need to extract the data and then import that. I'm certain there are software to do that but I have no idea what because it's just wasted effort for me. I mainly play around with spells and stoneharry's spell editor is amazing for it and I just copy the changed DBCs to the client and the server and it's done.
