It doesn't have `_dbc` in its name so I wouldn't assume it's an override but it could very well be.

seeing as when I made changes to ``gtOCTRegenHP.dbc`` and put it in my client and server data it didnt work (even though the table for it in the db was empty)

The table should only be used to override what is loaded from the DBCs. It's always easier, as long as you don't have to remove entries, to add it to the tables rather than having to resort to modifying the data files, but you don't have to do both.
