what are the chances we (as a community/userbase) will ever see a stable cata/MoP/legion server? as I understand it there were prohibitive changes made in cata that made it significantly more difficult to design a stable OSS server ??

WotLK isn't even near completion. It is stable enough but not done so imagine all that extra from newer expansions on top of the resources already spent on WotLK.

If someone had the money, the chances of them standing out from the average user and not doing it for only their own benefit is low so even if that happened you'd never see the source code for it.
