Depends on your definition of OP. If that option is disabled, all that someone has to do is just grab that weapon and go beat on some mobs for a while and it'd accomplish the same thing pretty much

Right, yeah. So it essentially is saying, "Turn me on, and when players pick up a weapon they will *magically* know how-to use it 100%."

Well not quite. I don't think it'll grab weapon skills a player hasn't picked up from a trainer, it'll just max the ones they currently know. Otherwise, you're pretty much on it

`SkillChance.Prospecting` and `SkillChance.Milling` - these are when you're Prospecting for Jewel Crafting and Milling for Inscription, and are basically giving you the chance to level/gain exp for that action?
