I mean, class trainers have all their spells sorted by level since it wouldn't make sense to have level 80 spells at the top. I imagine all trainers work that way.

I think normal profession windows (tradeskills) are sorted by skill level, in a descending order. Beyond that, I have absolutely no idea what is the deciding factor if there are multiples listed with the same skill level.
