I'm curious if clearing the client cache (to be sure) and logging back in will cause it to be a random order. I never really looked into that.

no it doesnt re-order it, so there is some backup order method somewhere, but i checked everything from spell id, item id, lvl obtained, lvl acquired, etc etc.
