It's not required but it's one very viable option. You can use other things such as PHP to do it too.

I guess if nothing else you could modify the server to create an account if it doesn't exist when a client logs in, but I don't know if that's possible.

yeah sorry i should have specified when i meant clienside i was referring to a website not the game client
