You can create one with PHP inputting data directly into the database or send a message via soap to the worldserver. You're welcome.

but for doing it directly u have to know how is password hash created and if there are other tables needed to insert something other than account

using soap is just much easier but i always get brain cancer when i see its not using https

It's all internal, why would it matter much? If you're using SSL, the password the user sends to the website is still encrypted.
