There are no rules when creating them from the console. You could add such a security feature when having users create their accounts from a website.

The database server is either not running or for whatever reason not accessible. I looked at your previous screenshot and I believe you're using Docker which I know absolutely nothing about and that I can't troubleshoot.

I can't speak for using letters from other languages, but the typical characters (!#?%& etc) works.
