I'm curious.. why? Why do they need to be active? I imagine if that was a thing that was needed for an event, it would already exist for another event. Is there something special about this one?

It’s for the midsummer buff „bonfires blessing“. Each bonfire buffs all players in its zone if it’s burning and debuffs if it’s off. The update interval seems to be something like 0.5-2min

So if you enter any zone that has a fire and it’s burning and belongs to your faction, you must get the buff. Even if the fire is on the other end of the zone and would usually not be loaded (yet) - so during midsummers all bonfire NPCs should be set active to accomplish this - st least that’s a way that should work

This is why I want to set all bonfire npcs active on event start which seems to make sense to me, I’m just trying to find the „clean“ way to do it
