It simplifies things using a module or lua to add/remove stat values from a player and/or pets when in a specific zone rather than having to add a new spell etc

The same thing applies there. There are modules that'll change stats of creatures etc based on the number of players, the same idea could be adapted to always change the creatures by x percentages.

You could always modify the values in creature_template and multiply the modifiers by 1.3
