Having an object in an overlapping area would result in thread locking for both neighbouring area threads.

What you describe seems like a similar use case?

Sharding like in retail might be interesting for huge servers but it's hardly a blizzlike experience.

or more precisely i would go with per area clusters that way u can have true retail where cities are their own instance

As far as I know, the solution involving instantiating areas would affect gameplay. For example, imagine you're in PvP with a player near a border, and you're trying to cast a spell, but the enemy crosses the zone border and disappears from view.
To me, instantiating seems like a worse solution because:
1. It affects gameplay.
2. You probably need to slice these zones manually.
3. It would scale worse than the solution I proposed.
4. More effort (or the same, or I could be wrong).
